If we find someone willing to develop such an app I'd gladly sponsor and promote it.
Like mentioned by others before it should:
* be free libre software and released on #FDroid
* upload all taken pictures to #Wikimedia with #CCbySa and/or other #copyleft licenses
* optionally also be usable to improve #OpenStreetMap #MLS and other cool projects
