Do you mean that Debian mailserver does not accept your emails or that Debian SMTP server does not accept a connection from your machine to send a bugreport for you?
These are the 2 options they have, I used both.
@omicron The former. My SMTP server tries to connect to the debian mail server, which then says it doesn't like my IP. The latter is something I've not thought of, but that's quite an effort. IIUC, to become a #Debian member one must get a pubkey that is signed by two other debian members. The problem is I would need some degree of pseudo anonymity.

Using Debian SMTP server is quite easy, you just need to report a bug using reportbug utility and not provide your SMTP server.
Run 'reportbug --configure' and one of the defaults is using Debian SMTP server. Above command by itself does not send out any info AFAIK, so it's safe to play around with.
