I heard that ISPs in India and Serbia often offer connections as a budget Internet service. What other countries and circumstances is CGNAT used?

in Poland:
- small local WISPs, including those that have switched from WiFi to fiber
- DS-Lite from large ISPs (eg. UPC). You can ask them to switch you back to IPv4 and then you get a public IPv4 but you lose your IPv6

A lot of mobile ISPs around the world, also Fastweb (fibre to the home ISP) in Italy.

@resist1984 in Germany: mobile phone providers. One possible exception: T-Mobile might do full IPv6 for mobiles on request (think I heard that somewhere).

I'm trying to get an idea of 's impact beyond Tor & apparently ppl in Russia, Serbia, Poland, Germany, Austria, Italy, Spain, Philippines, & India all must be getting CAPTCHA at an unbearable frequency due to , correct?

@carstenraddatz_fca @tdemin @phel @thomas @wolf480pl @mbernabe I can see how Cloudflare can get away with marginalizing a small group of Tor users, but I'm baffled that CF is able to marginalize all these users behind CGNAT. I wonder if the CF firewall only kicks in on a shared IP if someone in that group runs a bot.

@phel @carstenraddatz_fca @tdemin @thomas @mbernabe @wolf480pl I've heard someone complain that they get CAPTCHAs all over the place b/c of being behind CGNAT, so I assumed it was everyone. Perhaps it only happens if someone in your IP pool runs a bot on CF sites. It would be interesting to have some statistics on this.

@resist1984 Not really. I rarely get captchas and usually it's reCAPTCHA not CF's.

@resist1984 I believe some mobile carriers here use CGNAT. The new Starlink ISP uses it as well.

@norm where is here? Is that California? I know there is a Starlink ISP in LA area but brands are sometimes copied.

@resist1984 Canada. Starlink is a satellite ISP that has service on many countries.
