Privacy isn't important in many poor countries because the people will trust the government (or fear the consequences).

@cuervo Not quite, in really poor countries government doesn't care about your data. I live in Eastern Europe and I'm torrenting since 2009 and never got sanctioned because of it. Only one guy ended up in prison because he was pirating very new movie that came out in cinemas, but not torrenting, he sold copies on street. That was so rare that he ended up in news on national television.
