1. No, keys are made when device is added and they use those keys for encryption/signing, you can do that with pgp but you have to use cli to manage those messages

2. Not sure but I think that even in that case pgp is not used, you don't need pgp key for encryption/signing of messages and files, nacl is used for that, you just need two users using keybase
