You probably have never heard of it by Gaddafi built the biggest underground water system in the world. It was a project to supply people of Lybia in water that was found below the desert. That's a fantastic project from engineering and humanitarian point of view. It doesn't in any way cancel the humanitarian abuse by Qaddafi government that caused mass protests in Zawiya and Benghazi and civil war.
