It's quite obvious that this is public relations in promotion of commuting, and there are many stakeholders interested in it. Firstly, there's plenty of businesses that depend on commuters, from railways, tube, buses, parkings to cafes and - most importantly - the office space owners. Plenty of wealthy individuals and companies - but also investment funds and pension funds - have invested into the office space, and the pandemics has a potential to burst the bubble.
