Absolutely yes, but "not mandatory" doesn't mean those who wish to learn national languages should be intimidated and prevented from doing so.

@kravietz @dump_stack The question of language is actually really hard to get a decent solution for because of the sheer effort required. Make everyone learn all the languages - and the system grinds to a halt under the burden. Make everyone learn one language - and native speakers get a huge advantage over everyone else by virtue of less effort and more mastery.

The only thing that moves this mountain on a national level is an immediate and pressing need for a new code system.
