Kabardian and Balkar are *also* official languages in KBR, so per your logic "all people in KBR should have perfect knowledge of Kabardian and Balkar".

@kravietz @dump_stack And back. :) And kravietz has it completely right - if Russian is the one everyone has to have perfect knowledge of, while Russians don't have to learn any other language because everybody else is "local", despite other languages being official - well, that tells us quite a bit about discrimination. Learning a language isn't a momentary endeavor. It takes months of practice to get to an everyday level, and years - to mastery.
