By the way, there is (was?) something called "close border traffic" agreements between Poland, Belarus and Kaliningrad, which allowed residents of 50 km zone to visit without visas. Not sure about current status, but it almost certainly operated post-Schengen.
@kravietz they made the things so complicated that most of the people still required schengen visa.
