Floating nuclear power plants are a great thing, but they have limited power - the Russian ones are 100-300 MW max, which puts them in one row with SMR (small modular reactors). This is not sufficient to power a country, which is why the large stationary plants are still needed. I think the main role perceived for SMR is low-carbon power for industry, ships etc.
