While 'high quality' (nor 'original quality') photos uploaded before that date won't suddenly be counted towards your 15GB 'free' storage, any photos afterwards will count towards your quota.
While it promises better tools for weeding out low quality photos, I expect more users will look into alternatives such as #NextCloud and #SyncThing.

are there good self-hosted alternatives to #GooglePhotos' image recognition, auto-tagging and facial recognition?
While the off-site storage it provides is nice, I've especially gotten rather attached to its image recognition that allows for searching for photos without first having to go through the tedious task of tagging photos after taking them.

NextCloud has a pretty good photo gallery, map based on EXIF GPS tags, face recognition and OCR apps.
