The problem in Poland can be summarised as "poor legal culture".

Law making is very much like software design: you need proper design, architecture and building blocks. If you say use some term (like "meeting") in the law, you need a proper declaration, and if you use a synonym (like "gathering") you need to know *why* you used a different term.

I worked a lot in IT--related legislation in 2000's and all these design standards do exist in Poland, but are simply ignored...
