The confusion was caused by last week’s amendment to the regulation of the Council of Ministers on the establishment of certain restrictions, orders and bans in connection with the epidemic (Journal of Laws of 2020, item 1829). According to it, in the yellow zone, the organization of promotional events, such as fairs or conferences, is allowed if it is done via means of direct distance communication. There is a total ban in the red zone (see: infographic).

Presumably: if you organize any event in the red zone — and, I assume, even participation by people from the red zone applies — then you’re breaking the law?

And I assume this is a COVID-related change in regulation?

Yes, this is COVID-related, but it's not like they learned about it yesterday. This looks like a legislative screwup as result of rush and negligence, so typical for Poland. Nonetheless, once published, it's the law 🤷‍♂️
