That's what I was also thinking but both UK and Poland do have an extensive testing programs now - not necessarily the case back in April...

* Testing rate *much much* too low. 2020-11-04 bluebird data for yesterday: 69,000 tests, 25,000 positive results = 36% positive. => true infection rate must be *much* higher.
