With people already blocking any new wind farms I believe yes, it's impossible.
The land in Europe is too precious to use it for huge wind or solar farms. Whatever is not residential, is used for farming, whatever is not used for farming is nature reserve.
And unlike the protests against nuclear power plants or 5G, the protests against wind/solar farms actually make some sense.
