Large business will always find a convincing reason - possibly true - for regulators to do what they want. It's everyone else whose - possibly conflicting - interests are *not* represented there, so they effectively lose by walkover.
The fact that this analysis was published by EFF clearly indicates who is at least trying to balance things and might deserve your support :)
sure, and that's how we have managed to have some state-owned community fiber networks develop in some places in the US. but it still doesn't change the fact that we gave telcos $400 billion in incentives that they reneged on as soon as they could.
