This Soviet 1986 article describes the state of their economy: 30% of resources wasted as they were kept in stockpiles only to ensure completion of the plan in each cycle. Imbalance between various goods due to incorrectly determined demand - like, you've got too many locomotives that nobody needs, but at the same time nobody can buy toilet paper.
