OK. I managed to un-block myself yet again.
This time they were more aggressive (last time I had to verify email), so I had to use a Twitter App from a VM. I included 2FA as an advice I got from @adamsdesk , hope it helps.

@jrss @adamsdesk I think I was flagged as spam from my now deleted account. I used VoIP and VPN as well but was active and didnt post links. All of a sudden 0 interaction for a long time.
One could argue I wasnt worth interacting with, but just seemed unusal.
@InternetRooky I speculate I fell into their "spam detection" filter for being suspicious:
VoIP phone number, I always connect from VPN, I am not very active and I don't follow people on Twitter, and when I do log in, I always post links (to my blog).
other than that nothing at all.
